Historic-district properties need matched lime mortar rather than modern Portland mixes, which are too hard for soft old brick.
An inspection is the only way to see the parts of a chimney that fail silently. The flue liner, the smoke chamber and the concealed portion of the chase are all invisible from the room, and all three can be badly compromised while the fireplace still appears to work normally. A cracked clay tile does not announce itself — it just lets heat and combustion gas reach the framing behind the wall.

Chimneys of that age are typically unreinforced, unlined or lined with badly deteriorated tile, and often have mortar joints that have washed out where they pass through the roof. Many are perfectly usable after relining; some should not be lit again until they are. We will not guess for you either way.
No, and it matters more than people expect. Old soft brick was laid with lime mortar that is deliberately weaker than the brick, so movement cracks the joint rather than the brick. Modern Portland-based mortar is harder than the surrounding brick and forces the brick face to spall off instead. On pre-1930 masonry we match the original with a lime-based mix.
Level 1 is a visual check of readily accessible parts, for a system in continued service with no changes — this is the annual standard. Level 2 adds a video scan of the flue and access to attics, crawl spaces and basements, and is required for property sales, fuel changes, and after any flue fire or earthquake.
